An example would be McCree from the game Overwatch and I know I've seen it elsewhere, did cowboys in the old west actually roll to cover or was it something people now believe they did?

No, they are not.
When a comment is removed from reddit by a moderation team, it is not "deleted" as such. In fact, it is still visible to the user who posted it. The comment totals reflect the number of overall posts, not the number of visible-to-everyone posts. Per the reddit admins, this is a feature, not a bug, to prevent spambots from adjusting their algorithms.
There is absolutely nothing moderators can do. TRUST ME, we wish there was. Inaccurate comment counts are the most frequent source of complaints. :(
