I have heard it been said that the absorption of it's vassal states forced Rome to garrison extensive borders leading to it's fall. How accurate is this statement?

Further clarification:

The border states supposedly did all the fighting and maintained the status quo whilst Rome simply had to sit back. The removal of these states removed the protection (and Rome could not supply the men). That is how it often goes when I hear this.
