Did the thickness of armour increase between the 13th and 17th centuries.

If so, by how much and why? For the English and French, if possible.

The short answer is yes. Between the 13th and 15th centuries I'm not sure if the thickness of plate changed, but plate progressively replaced mail, and suits became more comprehensive and sophisticated. From the 15th to 17 centuries, armour responded to the development firearms and became thicker (and better made).
