Why did Nazi Germany spend so many resources on the concentration camps when those guards could have been used as soldiers and doctors as medics?

You're omitting the German ideology for starting the war in the first place. And in the main the concentration camps made more money than they cost, the resources spent were minimal and many of the inmates were used for slave labour in camp-factories and satellite labour camps. And their possessions were plundered, before being sent to the camps and upon arrival, even their hair harvested, and their gold teeth after death.
