Why did British monarchs not use the title "Emperor/Empress" (except in India) even if they headed the British Empire? Why was the case of India different?

I wrote a longer answer on this awhile back, but the answer is that the title in English usually refers to someone ruling over subject kingdoms and/or different nations groups. Parliament was happy to grant Victoria the title of Empress of India, but balked at the idea of British subjects being imperial subjects.
