Is there such a thing as "history repeating itself"?

Is there some kind of a reliable field that studies history comparatively or as a way of prediction?

Some say that isn't possible since history itself cannot reenact the events that happened 100%, only a "guess" making it not "accurate"

What I mean by that is you cannot reenact the Battle of Galipoli to what it was back then; like a chemistry or any science experiment.

Majority of the historians (and the ones I know) object that idea but I personally (as a student who loves history) believe that it can happen; but in different forms. Ideologically mostly.

Like Nazi tactics being used in Turkey is an example. Use of fear, "religion" (not sure if the Nazis used religion aside "jews" to boost themselves) to power themselves. Different times, same ideology to boost themselves to power to make a fascism, dictatorship.
