Were territories not subject to federal law and constitution?
Territories were directly subject to federal law and the constitution. Statehood creates a level of sovereignty that territories do not enjoy. Remoteness is another issue: being far away from the federal government can create a period of lawlessness, but that period tended to be brief and brought quickly in line by federal marshals, judges and other officials.
