What were the reasons given to deny Jewish refugees in the years leading up to the Holocaust?

I've heard from a professor that the reasons given to reject Syrian refugees are the same given to reject Jewish refugees in the late 1930s. Is this true? Did Americans at the time see Jewish refugees as possible terrorists? As dangerous?

Interested in this. I know the atomic bomb probably doesn't happen on the timeline it does without the scientists that came over as refugees, but what about the common man?
