What was the foreign intelligence agency of the United States during World War I?

Or did a civilian intelligence agency(like CIA or OSS) exist? Or did Department of State assume the intelligence gathering roles?

The US did not have an independent intelligence agency at that time. Intelligence, as you say, was collected by the State Department, but primarily by the armed forces. The Army founded a communications intelligence department which would, in the fullness of time, become the NSA.
