Since the German Army occupied France for multiple years, this question is not easily answered with a single number. I like to use this chart to think about the relative German strength on each front at each point in the war. Obviously not all divisions are at full strength and other assets like Luftwaffe elements aren't represented. "Western Front" in general means France, since Norway, Italy, and N. Africa are separately listed.
