Why is that pirates in films and TV shows always given a British West Country accent?

Though obviously there was a lot of smuggling down there, I'm sure there was a load in other places too. I'm wondering if there was a particular reason for this being the stock "pirate" accent.

In 1950, Robert Newton made a splash as Long John Silver in Disney's Treasure Island using a very distinct accent. For some reason, that performance has stuck with the popular imagination as the "right" way pirates sound.
