The long and the short of it is that while Franco was far more pro-German than he let on in the postwar period and both dictators were sympathetic to fascism, there were strong domestic and international constraints preventing direct Iberian belligerency. Additionally, elements within Germany only belatedly pushed for Spain to join the war after the ideal diplomatic and political window had closed.
