To what extent did the U.S. embargo on Cuba effect their citizens' quality of life?

Though there are differing estimates of the embargo's maintenance cost to the US (between 1.2 and 3.6 billion USD/year), they are fairly low compared to its supposed cost to Cuba. Its government claims it has cost their country around 756 billion USD (full disclosure, I'm just pulling figures off Wikipedia). How likely is it that the above figure is accurate, and how has that effected the country and its people?
