Anne Gorsuch ran the EPA from 1981-1983, cut its budget by 22% and laid off 30% of its staff. What were her aims, how successful/unsuccessful was she and how did her opponents resist her?

The WSJ has an interview with the new EPA director and they mention Anne Gorsuch as an example of a previous director who "views the agency in a hostile light."

I'm curious about what it was that she wanted to do. Did she want to abolish the EPA, render it toothless, reset it to a more limited form? She was ultimately cited for contempt of congress so it seems like she faced opposition from within the legislature, was that bipartisan or was it a Democratic Party move?

To answer your last question, the contempt citation was indeed a bi-partisan measure, with 55 Republicans joining 204 Democrats.

Here is a New York Times article with more details about the contempt citation.
