Why was France's population so static with only small change for most of recent history?

The population of France in 1700 was roughly 20 million. Today it is roughly 65 million. That's a 3x increase. Meanwhile we've got the Mughal Empire in 1700, encompassing most of modern day India with a population of roughly 140 million. India's population today is 1.250 billion, or about a 8x increase. The population of the UK and Germany started off lower than France at the start of the 19th century and now the UK matches them, with Germany being far ahead.
