I wonder if FDR campaigned on this issue, if there were news outlets talking about speculation behind this, etc.
It was sparked by Pearl Harbor, so no it wasn't really a issue campaigned around or something anyone knew was going to happen. As for the rest, I could only speculate and try to recall what I remember from high school history.
