Not entirely sure what you are referring to with your question, but if you are referring to the idea advanced by people like Graham Hancock that complex societies existed in the Pleistocene (the last ice age), long before the currently accepted dates for the earliest complex societies (and state societies) after the start of the Holocene, that is a notion that is not supported by any archaeological evidence.
