During the Cold War, did the government support staging a Russian terror attack?

I remember hearing this during History class but I am having trouble finding it online. Basically it was something along the lines of the government wanting to stage an attack where a "Russian" shooter would kill about 20 people - this create support for the war with the Soviet Union, but JFK was against the idea.
