Greek/Roman steam engine?

My history teacher told us the Greeks and Romans already invented the steam engine, hundreds of years before the Industrial Revolution - Which I take to mean the "Aeolipile"

If so, why did the Romans not have trains across their land? To what degree did they utilize it?
