I am currently in my last year of high school (grade 12) and have been assigned a social project in which I must show how a certain pre assigned dictator used the 4 techniques of dictatorships. (Force, propaganda/indoctrination, controlled participation and direction of popular discontent) I have been able to find information on the first three forces but I cant find anything about the direction of popular discontent. the assignment defines the direction of popular discontent as “A population is likely to harbor some frustration or grievance. If, however, their grievances can be directed against groups other than the government; if the government can find someone else to blame, then the policies of the government will not be questioned.” If anyone can link Alfredo Stroessner to that, that would be great.
