I bought this painting while on a trip in Rajasthan, India. It looks like a miniature painting drawn over an old official document of some sort. Can anyone identify the language and what the document is?

The script is Devnagari, the one used to write Hindi/Sanskrit.
I can talk about the 2nd page. It looks like some kind of a deed or a hundi - annas is a currency that was used in India historically as a sub division of rupee (Four annas). It looks like it is issued by "Jeypoor Government", modernly known as Jaipur. Let us come to the Devnagari text.
The Devnagari text and it's transliteration/meaning:
मिती भादवा सुदी ६ सम्बत १६८३ में जारी हुआ
Miti Bhadwa Sudi 6 Sambat 1683 (Effective Then)
Some simple googling suggests that Sambat is a calendar that was/is used in India and is 56.7 years ahead of the Gregorian calendar. In that case the year in the Gregorian calendar would be ~ 1626 AD.
Googling for "miti bhadwa" suggests that "bhadwa" is a month in this calendar system (pls see this link for reference). To summarize, it may mean this was issued on the 6th Day of the Bhadwa month in year 1683 of the Sambat calendar.
