Currently analysing this source for an essay. I immediately assumed it would be referring to the Congo but I can't really find any reason as to why that might be. I looked up the Congo in WW2 and it seems they're not particularly relevant until 2 months after this cartoon was published when the Nazis invaded Blegium. Maybe it's saying that Europe is a jungle and it's every man for himself?

Despite the fact that it has the neutral nations depicted as black Africans (which might be a comment on racial stereotypes), this isn't about Africa during WW2 - it's about nations that are remaining neutral in the conflict between Soviet Russia and Nazi Germany, a few of whom (Poland, Czechoslavakia, Austria, and Finland) have already been "swallowed up" by those great powers.
