If I understand the question properly, you are asking if other countries would use force to allow the states to become independent if the Soviet Union (or Russia by that point) tried to stop them? If so, I don't believe that was the case, considering a few factors. One it was logically difficult to do: consider the location of the non-Russian Soviet republics: there are five in Central Asia, which is nowhere near any major power willing to fight for them, and in totally inaccessible terrain (consider the issues both the Soviets and the US have faced in Afghanistan; its quite similar in large parts of that region); there are three in the Caucasus, two of which were already fighting each other before the dissolution of the USSR (Armenia and Azerbaijan), while the third was mired in conflicts with two of its autonomous regions (Georgia), and all three conflicts saw Soviet/Russian forces take part in an informal manner; Moldova, which also broke out into intrastate conflict with separatists in Transnistria, again backed (informally at least) by Russian troops; the three Baltic states may have the best case here for Western intervention, but aside from a few time where Soviet tanks rolled in and killed protesters, there was no serious military concerns on either side; and finally Ukraine and Belarus, which both worked the closest with Russia to preserve the Union in some form, and with the former hosting thousands of nuclear warheads I don't think anyone would want to risk conflict.
The closest thing I can think of in terms of a foreign power intervening here is in 1992 the US Congress passed Section 907 of the Freedom Support Act which banned military aid to Azerbaijan in response to it blockading Armenia as part of the Nagorno-Karabakh conflict (the ban has been given a "temporarily" waiver since 9/11 as Azerbaijan is a key base for supplies to Afghanistan and the Middle East). But otherwise, while I can't say for certain, I would say that no, there was no plans to defend the various states gaining independence from the Soviet Union.
