Can anyone here source the following quote commonly attributed to a German army officer during WWII: "The reason the American Army does so well in war is because war is chaos and the American Army practices chaos on a daily basis."

A quick google search revealed nothing. I am curious if there is a legitimate source this quote can be attributed to, or if it is some clever propaganda.

Not to discourage anyone, but this came up once before here as probably apocryphal. It's telling that the article /u/MaesterBarth found has the US Navy as the butt of the joke instead of the Army.
