The estimated victims of the Holocaust is numbered around 11 million. Whenever specifics are mentioned, they usually refer to the 6 million Jews murdered as well as 3 Million Soviet POWs, numerous Romani, mentally disabled, and gay victims. However, does the number also include victims outside these characteristics? Like civilians killed in air raids and anti-partisan massacres?
Jews: Up to 6 million.
Soviet Civilians: Around 7 million (including 1.3 Soviet Jewish civilians, who are included in the 6 million figure for Jews)
Soviet Prisoners of War: around 3 million (including about 50,000 Jewish soldiers)
Non-Jewish Polish Civilians: around 1.8 million (including between 50,000 and 100,000 members of the Polish elites)
Serb Civilians (on the territory of Croatia, Bosnia and Herzegovina): 312,000
People w/Disabilities living in institutions: up to 250,000
Roma (or Gypsies): 196,000-220,000
Jehovah's Witnesses: Around 1,900
Repeat Criminal Offenders and so-called Asocials: at least 70,000
German Political Opponents and Resistance Activists in Axis-occupied territory: Undetermined
Homosexuals: hundreds, possibly thousands (possibly also counted in part under the 70,000 repeat criminal offenders and so-called asocials noted above).
With the Polish and Soviet civilian figures, we do not, at the present time, have sufficient demographic tools to distinguish between 1) racially targeted individuals; 2) persons actually or believed to be active in underground resistance; 3) persons killed in reprisal for some actual or perceived resistance activity carried out by someone else; 4) losses due to so-called collateral damage in actual military operations.
Virtually all deaths of Soviet, Polish, and Serb civilians during the course of military and anti-partisan operations had, however, a racist component, as German units conducted those operations in ideologically-driven, willful disregard for civilian life.
The 11 million number, comprised of up to six million Jewish victims – for how historians arrived at the number see this post of mine – and of 5 million non-Jewish deaths, which represent the minimum number of people killed directly by the Nazis (either through murderous action or intentional neglect such as is the case with the Soviet POWs).
This 5 million number does traditionally not include those civilians shot in anti-Partisan operations or starved to death by the Nazis in the Soviet Union but is usually given as
the Soviet POWs starved to death
the Polish Intellgentsia shot in 1939 as well as the non-Jewish Poles killed in various camps (mainly Auschwitz)
Roma, JWs, Homosexuals, "Criminals" and so-called Asocials, People with disabilities, and an estimation of killed political opponents.
If civilians killed in anti-Partisan operations in Eastern and South Eastern Europe; by the hunger policy in the Soviet Union; in various massacres in Western Europe such as Oradur and Marzabotto; and through forced labor in Germany are included, the estimate of civilian deaths caused directly by the Nazis is more accurately represented as 15-20 million deaths.
As is mentioned above, some of these figures can be extremely hard to pin down in their specific break-down into different categories, meaning going beyond a securely established total number. Let me give you an example to better understand:
Anti-Partisan operations in the Soviet Union had both a very strong anti-Semitic and racist component (as also mentioned above) in the sense that the Einsatzgruppen and various other police and security battalions operated under a "Jew-Bolshevik-Partisan" calculus, meaning that Jews, suspected or real sympathizers of the Soviet regime, and actual Partisans were all classed by them as the same groups poised to be killed.
This means that in the files of such a German division where they report their activity, we'll often only find the note "On September 24, 1941 shot 374 Partisans and Jews in a village near Riga". Now, in order to determine if these victims were all Jews or only 100 Jews and so forth and in order to determine if the non-Jewish people they shot where really Partisans or mere civilians they suspected of supporting the Partisans or just shot them, we need context.
We can for example look at the specific village and see if we now if it was a predominantly Jewish village in order to gain greater inside into who exactly was killed. Or sometimes, these files also tell us more. If the same unit for example included "After the shooting we collected one rifle and a few pistols", we can assume that the victims were not actually Partisans because Partisans would be armed. As you can see, while we can reconstruct the number they killed, breaking up said number into sub-categories of victim groups can be a time consuming and complex process.
I hope this answers your questions and if you have any follow-ups, please feel free.
