To what extent (if any) is Ronald Reagan responsible for the collapse of East Coast fisheries in the US and Canada?

by bopollo

Years ago (I can't remember where I saw it) I read a claim that the removal of fishing quotas by the Reagan administration resulted in massive overfishing and was a determining factor in the subsequent collapse of East Coast fisheries.

Is this true, and could I get some more details please? Thanks!

Speaking as an ecologist (although terrestrial one, feel free to correct me) governmental mismanagement was critical for the collapse of Northwestern fisheries, but the Canadian-administrated area was way more important in this process than the USA waters, and I really don't suspect that Regan can be blamed for them.
