To clarify the latter part of your question, as what you are asking, based on the 'discussion' in the previous thread, is somewhat unclear, when you ask whether "if 'no' has anyone ever at least come close?" are you asking whether any US presidents served as mayor earlier in their career but then were in some other position before becoming President, or whether there have been serious, but ultimately unsuccessful bids for election by currently serving mayors?
