Why is NASA "North American"? What was the original intention of the American space agency with relation to Canada?

I know this isn't the in depth response required by this subreddit, but I don't think anything else can be said.

National Aeronautics and Space Administration

Just to reinforce, it is unambiguously the National Aeronautics and Space Administration. The Act that consolidated a few programs and centralized space exploration around the existing NACA(National Advisory Committee for Aeronautics) was called the National Aeronautics and Space Act of 1958.

While today on https://www.nasa.gov/about/index.html the full name is spelled out 3 different times. Canada does have their own agency the CSA, and has sent astronauts up since the mid 80's on the Space Shuttle or Soyuz in conjunction with NASA and Roscosmos but they are a separate fully independent national agency.
