Was Richard Nixon a good president aside from his involvement in the Watergate Scandal?

He seems like an accomplished president overall. But there a lot of downsides too.

As a follow up question - How did the idea that "Nixon would be considered a great president if Watergate never happened" came to be? Who (also, how many people) first introduced this idea and when? Was it met with scorn at first? And how long did it take to be accepted by a substantial amount of people/academics?

Thanks!
