Here is a rather long reply I wrote a few years ago on this matter. The TLDR; is that early on, the USSR definitely did help, but then they pulled their assistance out as part of the Sino-Soviet split. After a somewhat chaotic period the Chinese were able to reconstitute their work and developed it mostly indigenously.
