Churchhill & Bengal famine?

Tried to learn a bit about this from popular media; now at an impasse. What was the reality of the Bengali famine / how do you cut through all the noise?

Sometimes it's listed as a "forgotten genocide", in which 1-3 million people starved to death in 1943. Modern Indian & Bengali pop articles love to reference this alleged Churchhill quote: “I hate Indians. They are a beastly people with a beastly religion. The famine was their own fault for breeding like rabbits.” There's also some quote about how it was more important to make sure the Greek people were well fed? On the flip side, the Churchhill Project @ Hillsdale has an article about it, referencing many attempts to send grain back to India, but doesn't mention a thing about the rice exports. I'm sure the reality is somewhere in between the "The Brits hated brown people the same way they hated the Irish" and "Winston Churchhill is a god among men, war is hell" extremes... but what?
