If the U.S. never ratified the Treaty of Versailles, is it technically still at war against the Central Powers?

No, The U.S. signed a number of separate treaties with the former Central Powers to resolve this very issue. The U.S. was also never formally and "ally" in WW1 (no formal agreement between them and the other Allies), rather a "co-belligerent" (simply fighting against a common foe). Thus it was not so irregular that they would conclude a separate peace.
