During the Vietnam War how was it decided that the Americans would use red tracers, while the Vietnamese forces primarily used green?

This was due to the chemicals used in manufacturing. In NATO standard ammunition this is usually a mixture of strontium compounds and a metal fuel such as magnesium. This yields a bright red light, while Russian and Chinese tracer ammunition (which the Vietnamese used) was made with barium salts, thus generating a different colour.

I hope this answers your question.
