I saw it in EU4 regarding the Holy Roman Empire and couldn't find out what exactly it was. This is the closest I could find. https://en.wikipedia.org/wiki/Jus_de_non_evocando Are they the same thing?
No, but the closest I can think of is "Privelegium de non appellando" (Privilege of not to be appealed) which meant in the HRE, prince-electors had the right to bar anyone from seeking appeal (of a prince-elector's decision) from a higher court (like the Imperial Diet).
All in all, this Privilege confirmed the almost-complete autonomy of the Prince-Electors like Brandenburg-Prussia, allowing them to exercise absolute authority within their realms free from the Constitution of 1356.
