In a 1915 US nautical publication, does a "mile" mean a regular mile or a nautical mile?

by HaEr48

In this work published by the United States Hydrographic Office in 1915, a lot of distances are given in miles, e.g.

The eastern shore of the bay is 24 miles in length

Does this mean the regular mile (~1.609 km), because it does not specify further? Or is it the nautical mile (~1.852 km), because it's a nautical work?

The preface (page III) in the work you link states they used nautical miles.
