What did it take to be crowned emperor in the Holy Roman Empire?

by Bhill68

I'm currently reading Heart of Europe by Peter Wilson, and in it he talks about at times there being German Kings, but who were not emperor. I was wondering, what did it take to become the Emperor?

Generally, procedure dictated that a German Kaiser had to be crowned by the Pope in order to become Emperor.

The actual process, motivations, and legitimacy of a given Imperial coronation varied depending on the place and time, and often depended on the willingness of the Empire's Italian subjects to recognize the union of the Italian and German crowns. Is there any specific time period or incident you're particularly confused about or interested in?
