Oxford English Dictionary says the etymology comes from the Latin arma for "tool/implement/weapon," same source for armour/armor, armament, army, etc. The word "arm" for "limb" actually comes from the Old English earm. It's one of those cases in English where Germanic and Romance homophones sort of collide.
