Most countries in the developed world adopted some form of universal health care during the 20th century. Did any of those countries go through a period of political division and opposition when their health system was first put in place?

To be clear: this is not asking for a comparison between historic and current health care debates. I'm interested in the political and public attitudes--specific to each country individually--at the time their system was put in place.
