Does anyone recognize these patches?

It was given to my buddies museum from the family of a WWII Veteran but they couldn't identify it, and neither can we. Any help would be appreciated!
Those are cub scout "arrow points" . They used to go under the Wolf, Bear, and Lion Rank patches to show how many additional tasks/efforts/electives were accomplished by the scout. The use of these arrow points was apparently eliminated in 2015. Definitely they are NOT military.
