I would say that the majority of Germans approved of Hitler personally in ways that ebbed and flowed. He never won an election, and The Nazi party never once held a natural majority in the Reichstag. They gained that through alliances and manipulation of the other parties. However, his popularity was very real as he bolstered the economy, stood up to the Allies by rejecting Versailles, rebuilt the German military, and ultimately his unlikely early victories. Keep in mind that in the beginning he was even admired by the world press. There are obviously exceptions, but based in what I have read through the years, the average tended to blame those around Hitler for failures, not Hitler himself. Its tough to nail down considering that government approval was legislated.
