What prompted the US Postal Service to require registering for the draft in order to handle its packages?

I noticed any job description relating to USPS package handling, even from non-government shipping companies, has the following notice:

Male applicants born after December 31, 1959 seeking positions that handle or have access to the United States Postal Service (USPS) product must provide evidence of registration with the Selective Service or a Status Letter from Selective Service approving an exemption.

I don't recall hearing about this in the last 20 years. My first thought is maybe it was a reaction to draft dodgers. What's the origin of this requirement?

I know this is very late, but it's simply a matter of saying that those handling government work of any kind must be in compliance with federal law. Any government job will require this.
