I understand that France and Spain were extremely important in the Revolutionary War and the years following independence, but my US history classes have never once brought up the HRE in any form, not even a passing mention. Were there any formal relations? Or were they too small to even consider?
The HRE was a more akin to a federal system and therefore the individual members could have had independent relations with other countries without the approval of the emperor.
