Are you asking about people buying a whole bottle? As for as I know, it is still commonly possible to buy a complete bottle in bars and pubs and pour it yourself, I've done so myself. Or are you asking about people ordering one whiskey and being allowed to pour it themselves? I imagine the answer would be different.
