Can you help decipher this telegram?

by askhistorians1

I was given a gift of a telegram purchased in the Netherlands. I'd like to find out what/who it relates to, or even what year it's from.

Cover says:

"BARON ROSENTHAL"

Inside says:

"PARIS 20044 10 18/11 2 55 N =

VOTRE IDEE INEXECUTABLE MANQUANT DE BASE = GANSL .+"

Google translate says the second line is French and means 'YOUR INEXECUTABLE MISSING IDEA'.

I've read about Gustave Rosenthal, but I think the telegram is more recent, just based on the condition it's in. I know that the '=' sign separates the message from the sender, but I'm not sure who Gansl is.

Thanks!
