Hi everyone,

So my dad spotted an image of multiple dictator's / infamous historical figures (Pol Pot, Mao, Stalin) today and he could identify everyone, except this guy. We have tried reverse image search to no avail and are stumped. Do you guys know who he is?

Thanks everyone!
