While no one was publishing that NASA faked the moon landings in 1969, not even the USSR, the first book to be published that claimed the landings were faked, We Never Went to the Moon: America's Thirty Billion Dollar Swindle, was (self)published in 1976. The author, Bill Kaysing, stated he had a "hunch" the landings were faked in 1969, and his book references a few articles and claims that "30 per cent of the adult population of the United States does not believe that this country has landed astronauts on the moon."
The 30% claim is... dubious.
Still to your initial question, at least one book was published that argued the moon landings were faked just four years that there was a moon landing.
Edit: Major correction.
