I'm not sure I understand the question. Can you specify what you mean?
Edit: For clarity, I get the impression that you're referring on the 7th century Qur'ānic ban on alcohol (which can be leniently interpreted and at any rate does not apply to Arab Jews, Christians and other non-Muslims), and which was frequently ignored throughout the centuries; as well as the 1919(?) passing of the Volstead act in the United States (which, if I recall, was just one country and not representative of 'The West'), which was also subverted due to illegal production of alcohol (as far as I'm aware, consumption was not outlawed, whereas production and sale was). If that is the case, then the reactions were pretty similar, unless you're referring to something else.
