Japanese feudal parliaments?

Did feudalism in Japan ever develop representative institutions similar to parliaments in Europe, even if they were suppressed by the Shogunate later?

See this thread which discusses the merits of applying feudalism as a concept to Japan.

As for 'representative institutions' - not really, no. The emperor was the leading ceremonial and symbolic figure, the actual power and might of the armies was headed by the shogunate, and this was about as far as it went. You had families which controlled regents and successions by various candidates, however that is nothing like what you'd find in a representative parliament in their European counterparts.
