I’m in Ghent, Belgium and they have fountains there which have 3 levels on them: one up top with bird sculptures on them, a big central layer with horse sculptures on them, and a bottom one at ground level with dog sculptures on them. Were these never intended for human consumption?

Specifically when we were on a walking tour the guide mentioned that people never drank water. So were these (and potentially many other ones in Europe) fountains only meant for animals? And if so, how prevalent were animal-only fountains in central cities?

Here’s a photo. The bird bath seems to fill only from rain, the central part fills and then drains into the lower basin from a slow trickle from the dripping faucets. https://imgur.com/gallery/5GMmf
