In "The Last Kingdom" TV series, Winchester appears to have many old Roman buildings still standing. Were Roman buildings still in use in the 9th century?

I kind of answered your question here and here, but the answer is essentially "yes". The Anglo-Saxons made use of Roman buildings as much as possible, for both practical and symbolic purposes. Winchester was actually significantly redeveloped on a new street plan by Alfred in the late eighth century. Alfred and his children in particular are famed for their restoration of Roman fortresses and urban defences, including London, Bath, Gloucester and Chester. Roman defences had already been restored at cities and towns like Rocester, Rochester, Canterbury and Exeter.
